Abstract

A significant opportunity to modernise and enhance the efficiency of legal systems is presented by the integration of artificial intelligence (AI), particularly within the context of national legal reforms. In this study, the application of AI techniques to the New Oman Labour Law of 2023 is explored, a comprehensive legal framework that impacts a wide range of interconnected legal domains, including commercial, social security, and immigration laws. The complex interdependencies between legal articles are uncovered through the employment of Natural Language Toolkit (NLTK) for Arabic text processing, custom-designed regular expression patterns, network analysis, and visualisation tools. How AI can be utilised to simplify legal texts, identify relationships, and visualise these connections is demonstrated through this specialised approach to Arabic legal terminology. The importance of understanding these interdependencies when considering legal reforms is highlighted, ensuring that changes are implemented with full awareness of their potential impact on other provisions. The value of AI in supporting informed decision-making by legislators is underscored by the findings, thereby contributing to more coherent and aligned legal frameworks in support of Oman’s Vision 2040. A model for the integration of AI into legal analysis is offered by the methodologies developed in this research, providing insights that can guide the modernisation of legal systems in other contexts as well.
